With this vision, he founded the Shambhunath Group of Institutions under the aegis of UTTHAN, with the objective of providing quality professional education while fostering academic excellence, discipline, innovation, and social responsibility.He believed that every educational institution should serve as a centre of learning where students were empowered to achieve their highest potential and contribute meaningfully to society.

For Shambhunath Institute of Law (SIL), Dr. Tewari envisioned an institution that would prepare legal professionals dedicated to justice, constitutional values, and the rule of law.
